The following are commonly asked questions about the Pennsylvania Ignition Interlock Program.

I am required to have an Ignition Interlock in my vehicle. What is the first step?

Approximately 30 days prior to your eligibility date, you should receive a restoration letter from PennDOT. This letter will give you your Eligibility Date and any sentencing requirements you have not met. This letter also contains a list of qualified vendors and their phone numbers. Please have your restoration letter available when you call to schedule. Please be aware that even if you have met all requirements, PennDOT may not have these records in their possession. Please verify with PennDOT that all paperwork is completed.

When should I have it installed?

It is recommended that you have the device installed at least 7 to 10 days prior to your eligibility date. This is the approximate processing time for your Ignition Interlock License to be issued by PennDOT.

What do I need to do before it is installed?

Before you have the Ignition Interlock installed in your vehicle, you must have met all sentencing requirements. In addition, you must pay your restoration fee, mail your Application for Ignition Interlock License with payment and a copy of your insurance to PennDOT, and have a vehicle to install the device in. Make sure you send or return your DL-21SC form back to Smart Start so we can do a records check verifying vehicles titled in your name. You can download both of these forms from our website.

I don’t have a vehicle; can I still get the Interlock License?

You must have the device installed in a vehicle in order to receive the Interlock License. However, if you do not own a vehicle, you may have it installed in another person’s vehicle as long as permission has been granted. If you do not own or have access to a vehicle, please contact us for information on the Self-Certification program at 800-880-3394.

I own more than 1 vehicle, do I have to get more than 1 Interlock installed?

The Ignition Interlock Law requires that all vehicles titled in your name must have an Interlock device installed on them. If you have recently transferred vehicles in or out of your name, please send copies of the documentation with the DL-21SC form.

What do I need to do after the Interlock is installed in my vehicle?

Keystone Smart Start will fax documentation to the Restoration Department at PennDOT verifying installation of the device. Your license will be processed and mailed to you in approximately 10 days.

How long do I need to have the Interlock Device installed in my vehicle?

You are required to have the device installed for 1 year from the date of issue on your Ignition Interlock device. Approximately 30 days prior to the end of your 1 year, you will receive an application for your unrestricted license. This form is the same application you filled out at the beginning of your program. You will need to check option 2 to apply for your unrestricted license.
